   This problem can be easily solved by introducing much stricter (than the current) anti-corruption laws such that the money that flows into net beneficiaries is actually spend for the people and does not end in someone's pocket (like Babis or Orban, for instance).

   Note on net beneficiaries: I come from Bulgaria. Definitely a net beneficiary of the EU so far. Due to our small size and population, we do not "benefit" as much as Poland for instance but we still do. Somewhat controversially however, I am on the side of the frugal 4. The big problem with some countries (mostly to the east and south of Europe) is that rule of law is not established well enough before the ascension to the EU. So what happens is that corrupt figures (like Babis, Orban, Borissov) who have found their way into EU – membership steal not only from their own taxpayers (as they normally do) but also from the European taxpayers. In this way they strengthen their grip on their respective countries and become even more powerful. So an increase in the budget means more money for net beneficiaries and thus for powerful oligarchs. In the end the people of these countries benefit the least and the net contributors like Germany simply give more money to the already (filthy) rich. Before any increases in the budget are passed, the EU must really crack down on corruption and implement very strict anti-corruption measures.

   Being from a Net Benefitiary Country I feel my own Government has weakened our position in the EU by failing to properly apply the funds given to the Country. I can totally see the Frugal Four's perspective as literally paying so that corrupt politicians in other countries can line their pockets and causing them great discomfort. But on the other hand, living and working here, you understand that this country without the EU would collapse entirely. So this issue is a very, very spiky one that I feel may not be resolved in the next couple of decades, and any sollution must be attempted with caution and a clear notion that it will take a LONG time.

   I'm in favor of a way stronger European Union. I believe that all national armies should be dissolved and a European army should be created. Richer countries should help poorer countries with paying off their national debts. Healthcare and education should no longer be a responsibility of national governments, but should be the EU's responsibility and should be the same throughout the Union. To make this possible, the budget should be waaaaaaaayy higher and this funding should mainly be provided by the richer countries

   I wouldnt mind that some countries are net beneficiaries but what I do mind is that the wealthier EU countries are propping up the weaker ones during hard times and then when the good times come the poorer countries still employ reckless spending meaning next time a crisis hit they have to come begging again.

   I am sick and tired of countries like Greece and Spain calling the Netherlands cheap because they continuously vote into office populist parties because when a moderate party proposes higher taxes or spending cuts to deal with increases debt they dont get any votes.

   As a Dutchman: no problem with spending money on southern and eastern countries to help them further develop their economies. What should be killed of is corruption ( mainly but not only in the south and eastern part of Europe) and bad spending (for instance the agricultural sector in France). Europe should 100 % focus on sustainable development in all fields (energie, agriculture, fisheries etc) and should also focus on improvement of their own functioning.

    Why does the EU calculate that the loss of the UKs massive contribution means everyone else must pay more to balance the budget ???
    Or is this proof positive that the EU sorely miss the £20 billion that was squeezed out of the UK every year ???

    Because the UK has been a net payer into the EU budget (receiving less from the EU than it pays into the EU budget), the loss of the UK means that the EU has less to spend per remaining member country once the UK's net loss on EU membership is accounted for. So the only way for the post-Brexit EU to maintain the same level of spending per member country (much less to increase spending) is to increase the contribution of all remaining member countries.

    Some of the eastern EU member states have enjoyed the benefits of the EU for many years, but at no longer playing by the fundamental rules (Human rights, freedom of speech), looking at you Poland & Hungary. How can the EU punish this behaviour whilst simultaneously giving these countries more money? That seems like a mixed message.

    Pretty ironical how the most spending countries in the EU, Sweden largest net contributor, Netherlands largest net contributor of %national gross are called the frugal 4. They should call the net receivers the greedy countries, that would be a lot more fair in this case.

    The EU budget is financial governance of the largest trading bloc in the World. A budget will be eventually found, but more will find it politically difficult to swallow than 7 years ago. Will that lead to the break up of the EU27? Absolutely not, but if countries within the EU who are net contributors, eg Holland, find the UK prospers more outside than in, then I feel more referendum's will be on the way.

    Surely the idea is that you help your neighbours, until they themselves can help themselves and others?

    You must not create a system in which an entire countries economy, for 30-40 years, is inflated by the EU. There will be a time, but you need to transition that prior to accepting new members and new dependent members. You expect members who joined in 2004 or 2007 to still need a net draw but you do not expect countries that have been part of the EU since 1973 or 1981 or 1986 to still be net recipients. No, they’ve had plenty of help and should now be at a point where they can be net contributors, funding the expansion and development of newer EU members.
