Germany oppose it because France is the leader in this market and not them, I think EU should ban Germany from EU since they never respect other countries and use the EU for their own benefit instead of a working country league, they are only slowing down technological progress in Europe (look up nuclear power plants while they use coal for electricity) and don't want to be a part of it.
