The independence has been declared and they have signed the unilateral Declaration of Independence. The law was broken and the law should be reinforced.

Can't declare independence if no other country says will recognize the new country. The British would love to recognize it, but since it's in Brexit negotiation, it can't afford to upset the EU, of which Spain is a veto member.
