    Hard Brexit or not!
That rule should have been EU law from the beginning and if EU citizens want to visit other EU member countries for business or pleasure visa free then fine. The automatic right to work or claim a countries welfare should have been restricted from the beginning. With skilled workers given preference. Many unskilled would stay in their home country or learn a trade so they can work in other EU countries. If preference was given to skilled only then there would only be half the number of EU migrants in the UK.A limited number of unskilled work permits could be given out in the UK and other EU countries,Holland France Germany etc.To fill some unskilled posts.A lottery system for example but the EU Commission grand project for a United States of Europe would not allow this! The EU free movement of labour worked when it was just Western Europe. When poor Europe joined prematurely of course there would be problems with free movement but when does a practical approach ever taken by the EU Commission! If a visa free travel arrangement with a criteria to live and work in another EU member state was active then the UK would not have voted to leave the EU.EU Commission as usual to much to fast! It's the EU Commission and weak politicians that have ultimately destroyed the European dream of total integration. Not European citizens themselves!

    If it's reciprocal that's fine.

But visitors will have to have health and dental insurance. Basically travel cover.
