It is a bit too late for her to say that. It is people like herself should have had done that before America got the chance to shove it up Europe. Europe fell for the America propaganda and lies and thought "friends don't take advantage of each other". Well, obviously naivety and incompetence crept in as people like her thrived on the attentions showered on her by America. America is taking advantage of Europe's vulnerability now thanks to the Ukraine war, and slip one in. Europe has been so used to it, it didn't even feel it !
America has been hard at it to do the divide and conquer trick. It keeps assure Europe that America is a friend, while doing its level best to corral Europe from China, a strategic and economic competitor of America. The idea is to encourage Europe to isolate itself from China, hence making America the only friend Europe ever needs. That is why Chancellor Scholz of Germany, and Charles Michel, the president of European Council, took the initiative to visit China. These two leaders realized the risk of self isolating from China, and at risk of becoming too dependent on America. And that is the reason Macron visited America to "persuade" America to ease off the "Inflation Reduction Act". But why "persuade" and not be more assertive? Because Europe is but a water boy to America now.

This is the same EU that:
1. Claimed it would replace the USA as the global superpower
2. Built its entire economy on protectionism via tariffs
3. Used the cheapest energy in the world (Russian Gas) to develop a manufacturing base that tried (and almost succeeded) to replace the USA.
4. Consistently failed to meet the most basic NATO agreed spending (Germany now admits it only has 3 days worth of ammunition, not the NATO agreed 30 days worth) – and instead relied upon the USA to defend it.
4. Developed a massive arms industry supplying tanks, guns, ships and submarines (remember the French and get when Australia decided not to buy French submarines )
yet they now complain when the USA uses energy protectionism and supplies Ukraine with weapons.

In my opinion when Zelenskiy rejected all the Peace Proposals from EU, US, UN, when he run for President promising the Ukrainian Voters that he was going to make a Peace Deal with Russia, and in parallel the Stock of Oil, Gas and Weapons Companies was going up and the barrel of Oil started to reach € 80 – 90 -100 , Brussels should have said : Enough,this is a scam ! , Instead it bend the knee, kiss the ring of Zelenskiy and Nuland , and now Oil , Gas and Weapons Companies and the Oil Sheiks are making € 150 billions in profits every 3 months, and EU lost € 1 Trillion in Wealth, and after February 2023 , will have to pay € 200 a barrel equivalent of LNG, Diesel, Minerals, Ammonia, Hydrogen, Chemicals, Kerosene, etc. A total disaster , this War is the most sophisticated and treasonous organized criminal Operation in modern History to bankrupt Europe, Ukraine, Russia and America.

Germany alone picked up a 200 billion euro loan to pay for the super expensive US gas. And now Ursula is surprised that the US has money to invest into modernising it's energy sector and fight inflation…and the EU has debt instead..so no tools to handle the crisis…?

"Distortions of competition" is politician speak for the US is stealing the EU's industry while skyrocketing energy prices, caused by Biden's war in Ukraine and the illegal sanctions placed on Russia at the US's behest, are putting them out of business in the EU.
