Small " unit" problem TLDR, in the title it's 21.000 cubic meters of oil but then during the video its 21.000 tons (kg)
Only in the case of water the density matches up and both represent the same quantity.

When you mentioned the cost of the cleanup operation you only mentioned the cost in pounds and rubel which are both currencies that are Not used that frequently in Europe so as an EU citizen I do not know the convert Ratio and it is difficult to Set it into perspective.

Diesel as we know it does not evaporate. The Russian fuel oil must contain a high proportion of kerosene, perhaps to cope with severe low temperatures at which diesel will solidify. Kerosene vaporises hence the smell. The diesel will remain floating on the surface of the water. It will still need an extensive,expensive clean up operation and urgent containment before it spreads far and wide in a thin film on the surface of the sea.

It is more the guy running the oil company and Putin who are to blame than the nation of Russia. The buck stops at the top guy and can't be spread out.
The methods for keeping permafrost frozen are well known and have been known for a long time. Not taking steps before the problem is as much the cause as the warming.
