It will never happen. The countries of Eastern and Central Europe will not agree to Germany's dominance in the EU. He might as well let Russian troops in and pay tribute to Putin. Scholz has no public support and the socialists lose elections all over Europe. The SPD is the third party in Germany. And his ideas do not have the support of Poland, Spain and the V4 group, and nothing can be introduced in the EU without it.

What France and Germany wants is to be able to control other countries, specially countries they have problems with. Not only that, it will make small countries, like Malta, Cyprus and many other small EU countries almost automatically lose their voice in the EU, leaving just the big countries to decide everything for everyone.
These ideas go against what the point of the EU was in the first place, which was just an economic union allowing for freedom of movement of people and good between member countries.
Anything more than that is just politicians trying to expand their power outside their own borders.
