Enlargement of the European Union is high on the agenda, as is potential EU reform. A recent Franco-German report suggest multi-tiered Europe which could cause some countries even in North Africa to work with the European Union on a deeper level. But what is this multi-tiered Europe proposal even about, and how can it help with the expansion of Europe?

    No enlargements before reforms and in foreseeable future !! Ukraine would be the end of European farmers and bottomless money bucket !! T house who want to join the union should first fulfil certain economic standards living standards and corruption standards !! There also should be be referendum held at the county in question and in Eu !! Or we are going to to mess this up big time !!

    A) there is no official attempt to install a multi tiered EU anywhere, only thought experiments of a few individuals.
    B) accelerate the application and integration process of members and potential members in the waiting queue is necessary. Especially the relation to Turkey has to be sorted out. If EUrope doesn't see them as a member forever, they should say so.
    C) it is far more important for EUrope to create a system where it is possible to get rid of unwanted members which are acting against the interests of the Union for a longer time – the equivalent to §50 of the EUropean Constitution. Each soccer club and each political party has such an element…

    The EU is already too sclerotic to enact any such reforms.
    Shame – it could make itself relevant in the wider world, but instead it's heading for the admission of more poor former communist countries trying to live at Germany's expense.

    The EU is already too large. Many countries should have never entered, yes, those same countries that oppose the EU rules (Poland, Hungary etc.). The EU foolishly let them in, maybe forced or enticed by the US. Big mistake. Many of those countries were not ready at all. When the EU was just 15 countries a better union could have been reached. Now we are grudgingly together, not happy to be in, not happy to be out. The EU only makes sense as a federation. Now we have no democratically elected institutions in the EU because we have an economic union, not political. An economic union will just impoverish the countries to feed the multinationals and the rich. The EU is doomed unless we can get a political union and rein in all those lobbies that seem to run the EU

    West Balkan countries dont see any benefit with these reforms. No benefits just postponing entering EU. In that case BRICS and other countries like China and Russia will have more influence over them in sted of the EU.

    Just a shame this wasn't an option at the time of Brexit, i feel people would have voted for an outer circle tier rather than leaving all together. I guess the EU have learnt from the Brexit debacle and are willing to change.

    If I look at the picture that is like a thumbnail for your video, why would Romania and Bulgaria be in different circles? Bulgaria would appear in the inner (first) circle, but Romania in the second circle. Why? Can you please explain that? I mean if Bulgaria is in the inner circle, why not also Romania?

    "Single Market", "Democracy" and the "Rule of Law"…😄 are very elastic concepts. Foremost, the reality proves that what's allowed in Greece, Italy, or Spain isn't allowed in Poland, Romania, or Hungary. I'm talking about the budget deficit not exceeding 3%. Second, the decisions in national courts of justice are not equal, for instance, Austria, Sweden, and Nederland internal judges' decisions are not overruled by the European Court of Justice, like in Bulgaria, Hungary, or Romania. And the list keeps going…

    This project is doomed to fail because it is based on an academic plan in terms of policy and politics and not on the hard reality. If you do not concede to reality, reality never concedes to you, therefore it never changes. Anything outside the Eumember states – candidate states dichotomy is prone to fail because it creates a reality with second tier countries and citizens. And this will never happen or come to pass. At least not in the vision of Romania, HUngary, Poland or any other country that you want to include into the second tier.
